Meet the 2026 SCNA Board

Officers and Board Members

The SCNA Board is led by President Patrick Baxter, with Janet Hecsh serving as Vice President, Shannon Motley as Treasurer, and Matthew Royal as Secretary. Michael Oates holds the At-Large position.

The board also includes dedicated members Noah Soliday Bench, Gerre Buehler, Garett Jensen, Nicole Kite, Andrew Meditz, Alex Moos, Andrea Rosen, Janet Carlson & Greg Speck.

Together, they work to support and enhance the Curtis Park community.

Patrick Baxter is a Sacramento valley native and lifetime resident, has traveled to many cities in over 30 countries for work and pleasure, and moved into Curtis Park in 2016. He graduated from the college of Engineering at UC Davis and has worked as a senior leader in customer facing roles for multinational networking companies over the past 30 years.  His goal as a board member is to listen to community members, especially members of SCNA, to define, articulate, and drive actions needed to benefit to the Curtis Park community.

Janet Hecsh, Board Member

Vice President

Janet Hecsh is a Professor Emeritus at Sacramento State College of Education with a career dedicated to teacher education and academic leadership. A graduate of UCLA and UC Davis, she spent 15 years as a high school Spanish and Social Science teacher before becoming a faculty leader at Sacramento State. She helped launch COMPASS, a program that improves community college transfer pathways, and was involved in Teach Cambodia, a teacher-led education initiative in Siem Reap. Janet loves snorkeling, traveling to Spanish-speaking countries, and spending time with Opal the Wonder Dog.

Matthew Royal, Secretary

Matthew and his husband, John, have lived in Curtis Park since 2015 with their two cockapoos, Mishka and Pechie. Originally from Augusta, GA, Matthew has worked in technology for 16 years, moving westward from DC to Denver to Sacramento, where he fell in love with the city’s trees and people. He serves on the Nextdoor Review Team and Welcome Team, so some neighbors may recognize him. He enjoys collecting and analyzing data, fixing complex systems, and singing Renaissance music. He is especially passionate about ensuring neighbors have access to local information and representation in community decisions.

Shannon Motley, Board Member

Shannon Motley

Treasurer

Shannon has lived in Curtis Park for four years. She has spent her career in medical sales. She has a master’s degree in public health and welcomes the opportunity to put that training to use in the community. In her free time, she rides her horse, teaches Pilates, and chases after her nephew, niece and cousin, all of whom love exploring Curtis Park.

Michael Oates, Board Member

Michael Oates is an experienced human resources professional with over 15 years in talent development, employee engagement, and mergers and acquisitions. He holds a B.A. in Political Science and Economics from Texas Tech University and an MBA from the University of Pittsburgh. A graduate of the Civic Leadership Academy in Pittsburgh, Michael is passionate about leveraging his expertise to support Sierra 2 Center and the Curtis Park community. Outside of work, he enjoys backpacking, camping in National Parks, gardening, and book club discussions.

Noah Bench, Board Member

Board Member

Noah Soliday Bench is a passionate technical artist with a strong foundation in 3D modeling, game development, and problem-solving. He currently works as a Cloud Technical Artist at Cloud Chamber, where he contributes to immersive gaming experiences. Noah earned his degree in 3D Modeling from Carnegie Mellon University and has worked on multiple projects, including mobile and console games. With experience in both artistic and technical aspects of game design, he brings a unique blend of creativity and innovation to his work. Outside of game development, Noah enjoys exploring new technology, creating digital art, and playing board games.

Gerre Buehler, Board Member

Gerre has lived in Curtis Park since 1985. She has been Distribution Manager for the Viewpoint, our neighborhood newspaper, since the late 1980’s. Service on the Board during the 1980’s and volunteering for the Home Tour and Wine Tasting are also part of her Curtis Park history. She is currently serving as the Chair of the Facilities Committee and sits on the Development Committee. She loves our neighborhood and hasn’t considered moving for over 35 years. This is odd for a military brat who moved every 2 years or less while growing up.

Janet Carlson has lived in Curtis Park since 2002 and shares a long connection to the neighborhood with her husband, John Bailey. Her professional background spans community development, clergy and lay leadership within the Lutheran Church, real estate with Lyon Real Estate, and front-facing customer service in high-end retail. Janet holds a Master of Divinity from Luther Seminary and is a summa cum laude graduate of St. Olaf College. She is a trained Master Gardener in Sacramento County and currently serves as a docent at the Crocker Art Museum, where she leads special projects and coordinates the Afternoon Tour Series. Janet is deeply interested in the intersection of art, faith, and community life.

Garett Jensen, Board Member

A Curtis Park resident with roots in Portland, Oregon, Garrett Jensen is the Managing Director of Friends of the University of California in Sacramento. With a background in policy, he previously served as a Legislative Director in the California State Assembly and a Consultant in the California State Senate. His experience spans community development at Santa Clara University and corporate social responsibility at EY, where he worked to expand college access for underserved students. He holds master’s degrees in public policy and education from Stanford. Passionate about community advocacy, he volunteers with Slow Down Sacramento and can often be spotted in Curtis Park with his partner and their German Shepherd walking to coffee.

Nicole Kite, Board Member

Nicole is a fundraiser and arts administrator who loves supporting artists, activists, and creative communities. She leads fundraising efforts for The Redford Center, a San Francisco-based nonprofit focused on environmental filmmaking. Over the last decade, Nicole has contributed to development, membership, operations, and educational programming for organizations like Headlands Center for the Arts, Richmond Art Center, and the Wormfarm Institute. She holds an MBA from the University of Wisconsin-Madison and a BA from UC Berkeley. A Curtis Park resident since 2023, Nicole dapples in creative projects and enjoys gardening and neighborhood walks with her dogs.

Andrew Meditz, Board Member

Andrew moved to Curtis Park in 2019 from the UCD Med Center neighborhood where his family lived for over a decade.  He and his wife have two children and a wiener dog. A graduate of UCD and McGeorge School of Law, Andrew works as an attorney for SMUD where he focuses on federal energy regulatory matters and renewable power contracting, among other things. He coached soccer for years and recently served on the McGeorge Alumni Association Board of Directors. He enjoys riding his bike around Curtis Park and going to the neighborhood parks with his kids.

Alex Moos, Board Member

Alex has a bachelors in physics and a masters in science education from UC Santa Cruz and a doctorate in educational leadership from UC Davis. He’s worked as a high school physics and chemistry teacher, and at the department of education, where he helped develop the new California Science Test and has worked with the State Board of Education on state-wide policies and programs. Alex and his wife Nichole are also small business owners. They have two optometry offices, both called Capitol Optometry, where Nichole is the lead optometrist. One office is downtown on 12th street across from Ella’s, and the other is right here in Curtis Park on 24th street across from the Sierra 2 Center. We look forward to being a fixture in the community for years to come. The Moos family has lived in Curtis park since 2016, and can often be found walking around the park with their two young sons (ages 4 and 2) and golden retriever, Chewie. They love to cheer on Northern California sports teams (Kings, 49ers, and the Giants).

Andrea moved to Curtis Park in 1978 and has lived in three different houses since then. Her two kids always enjoyed Sierra 2 activities. She has served on the Board on and off since the early 1980’s. She has written for the Viewpoint since the late 1970’s. The Neighborhood Concerns Committee idea originated with her and she has been very active in planning issues affecting Curtis Park. She is a health and government lawyer now with the State. She served as a former City Planning Commissioner and Human Rights/Fair Housing Commissioner.

Greg Speck, Board Member

Board Member

Greg Speck is a Curtis Park resident who has called the neighborhood home since 2017, laying down permanent roots with his family in 2021. He works in advertising as a founding member of a local creative agency, where he leads complex projects, teams, and business operations. With a background in project management and organizational leadership, Greg brings a collaborative, process-driven approach to community work. He is passionate about people-first street design and active mobility and supports organizations such as Strong Towns, People for Bikes, and World Bicycle Relief. Greg is committed to preserving the character of Curtis Park while supporting thoughtful, community-driven improvements.

SCNA and the Sierra 2 Center’s operations are guided by a dedicated board of directors who, together with staff, work to promote inclusiveness, awareness, and involvement for a safe, vibrant neighborhood while enhancing the quality of life for residents of Curtis Park and surrounding communities.

We welcome interested individuals who live within the SCNA boundaries to participate as board members and help us further the vision, programming, and events inspired by the organization’s three core values: community, stewardship, and environmental sustainability. Individuals of color, along with those who can bring a young, culturally diverse viewpoint and help us hear the underrepresented voices in our community, are especially encouraged to apply.

Sierra Curtis Neighborhood Association Boundaries

The Sierra Curtis Neighborhood Association is bounded on the east by Highway 99, on the north by X Street, on the west by the Union Pacific Railroad, and on the south by Sutterville Road.

Overview

Board Position Description

The Sierra Curtis Neighborhood Association (SCNA) is a 501(c)(3) nonprofit membership organization dedicated to promoting inclusiveness, awareness, and involvement for a safe, vibrant neighborhood. SCNA plays an active role in preserving the heritage and enhancing the quality of life in Curtis Park and manages the Sierra 2 Center for the Arts & Community, a regional hub for arts, education, culture, and community activities.

SCNA supports neighborhood welfare, fosters good racial and community relations, and organizes educational, community, and recreational events. SCNA is also responsible for managing and maintaining Sierra 2 Center, ensuring it remains a welcoming space for all.

Declaration of Candidacy

Serving on the SCNA Board of Directors requires time and energy, and candidates should consider their availability for the next two years.
 
Board Member Responsibilities
➞ Attend monthly board meetings (typically 12 per year).
➞ Participate in committee meetings and active electronic discussions.
➞ Maintain fiduciary responsibility over SCNA’s finances, ensuring compliance with federal, state, and local regulations.
➞ Help manage Sierra 2 Center operations and community programs.
➞ Engage in fundraising efforts and neighborhood advocacy.
 
Board Size & Term Length
➞ SCNA’s board can have up to 23 voting members, serving 2-year terms.

➞ SCNA’s bylaws, fiscal budget, program overviews, event calendar, and strategic plan are accessible online at sierra2.org or available upon request.

Time Commitment & Expectations

Average Monthly Commitment

➞ 8–10 hours per month
 

Meetings & Events

➞ Board Meetings – Held monthly (typically the first Wednesday of each month). Members missing three consecutive meetings without notice may be removed.
➞ Committee Work – Board members serve on committees in collaboration with the SCNA Executive Director (approx. 1–3 hours per month).
➞ Annual Membership Meeting – Held in January, featuring community updates and board elections.
➞ Fundraising & Events – Board members support events like the Home Tour, Fall Wine Event, and Music in the Park by volunteering and representing SCNA.

Expectations

➞ Prepare for Meetings: Review board packets and agenda items in advance.
➞ Governance: Understand SCNA’s bylaws and participate in discussions governed by Robert’s Rules of Order.
➞ Communication Protocol: The SCNA President and Executive Director serve as official representatives for media and external agencies. Board members should only speak on behalf of SCNA if explicitly authorized.

Financial Considerations

➞ Donations: All board members are encouraged to contribute a cash or in-kind donation at a leadership level (amount is optional).
➞ Membership Requirement: Board members must maintain active SCNA membership during their term.
